I'll work hard to revitalize our river into a living cultural and environmental landmark by partnering with the Luiseño (Payómkawichum) and Kumeyaay Nations to restore stewardship of the land, water, and history to the people who have cared for it for thousands of years—while creating jobs, education, and community-driven economic opportunity for our region.

Honoring the diverse communities of District 2
District 2’s history is our strength. I will honor the Mexican, Samoan, Black, Indigenous, and all communities that built this region by protecting Mid Valley and Deep Valley as official historical landmarks and investing in their cultural legacy.

Youth Opportunity & Job Training
I am committed to investing in our city’s youth by expanding free programs in education, mentorship, mental health, sports, arts, and job training. I also plan to turn city-run resource centers into job training hubs, giving young people real pathways into employment and long-term opportunity.

What I know, the people know. I will open the doors of City Hall through transparency, weekly community check-ins, and district-wide agenda meetings where residents can review upcoming council items, provide feedback, and participate in community pre-votes. This ensures I know how District 2 wants me to vote before I cast my vote at City Hall—because elected officials should represent the people, not special interests.

Who Is Oscarin Ortega?
I am the son of two undocumented immigrants, a father, foster parent, nonprofit founder, community leader, and small business owner. Born and raised in Oceanside, I have spent more than a decade serving the community that raised me.
My work has been recognized throughout San Diego County, including being named Champion of the Year by Molina Healthcare, Constituent of the Year by Congressman Mike Levin, Latino Leader of the Year by Mayor Esther Sánchez, Latino of the Year by Supervisor Jim Desmond, and being recognized as a Martin Luther King Jr. Award candidate. San Diego County has also proclaimed Oscarin Ortega / Lived Experiences Day in recognition of our community impact.
I’m not running to start serving the community—I’m running to continue what I’ve been doing for years: putting people before politics and bringing humanity back to public service.
